CONFLICT: Andorian Schism (2388-??)

Born of the increasing tensions within Andorian society due to slow progress in healing the reproductive crisis and the increasing militarisation of the Andorian Empire by the Tholian Assembly, the Andorian Schism occurred directly following the signing of the Imperial-Assembly Concordat. This led to the brief but bloody Andorian Civil War.

2388 - ????


The origins of the Andorian Schism can be traced back to the secession of Andor from the United Federation of Planets in 2382, following the realisation that the UFP had been withholding scientific information that would have proven vital to remedying the reproductive crisis facing the Andorian people.

The Tholian Assembly, a member-state of the Typhon Pact, exposed the Federation as concealing this information from the Andorians, revealing that they would offer the same information to the Andorians in return for friendship. Following attempts by hardline Andorian organisations to rid themselves of the Starfleet they felt had failed them, following both the Borg Invasion and biological crisis they are facing, a referendum was held concerning Andor's membership in the Federation.

By a small but clear margin, it was decided that the Andorian Empire would leave the United Federation of Planets to seek a closer relationship with the Tholian Assembly, and ergo the Typhon Pact.

The following years saw the Tholians and the Andorians becoming more politically intertwined with one another, each augmenting the others' forces in Andorian space, as greater numbers of Tholian shards demanded passage through Federation space to reach Andor and her worlds. Not seeking a war, the Federation Council permits this, but both Starfleet and the Klingon Defence Force increase their presence along Tholian and Andorian borders as a matter of security.

In 2384, a new Chancellor of the Andorian Empire is chosen, Kolevishras th'Kelemor (see right-hand image), the former deputy chancellor and once a member of the Imperial Guard, Starfleet and the Maquis at various points in his life. Despite rumours of his close ties with the Tholians and having the previous chancellor assassinated, Shras Kelemor is elected and becomes the new presiding guardian of the Empty Throne. With the Tholians, he is quick to establish a power base and increase propaganda about their brothers from the Assembly.

The government is careful to scale back what information and progress is made concerning the reproductive crisis and the research into it, whilst Chancellor th'Kelemor continues to play his game in the parliament, finally writing up the Imperial-Assembly Concordat in late 2387, and ratifying its final elements in mid-2388 with the Mutual Cooperation and Alliance Act, which formally allied Andor with the Tholians and Typhon Pact, reforming the Andorian Empire into the Imperial Andorian Concordium. It was this very piece of legislation that led to the opposition in the Parliament Andoria being deemed an illegal organisation, forcing the shadow government into exile.

Thus began the Andorian Schism.

The Andorian Civil War

The Battle of Weytahn and Rise of the Mokarians

Having become long disillusioned with the running of the Andorian Empire in recent years, the colony world of Weytahn eagerly welcomed the opposition government, led by Shadow Chancellor Thy'lek ch'Narva (see left), a young, brash and outspoken figure in Andorian politics who - despite his many flaws - was a very charismatic leader who drew others to his cause easily, winning over both the Vulcans and Andorians who had settled on Weytahn (named "Paan Mokar", by the Vulcans) over the past three centuries. Heralding him as their true leader, ch'Narva's exiled opposition was joined by the local government, led by Vulcan Administrator V'Lar, in defiance of the Concordium.

In response to this perceived rebellion, Imperial Guard and Tholian shard vessels were sent to defeat the exiles before they could properly organise themselves. However, a vast majority of the Imperial Guard vessels turned on their Tholian allies as the Battle of Weytahn ensued. Despite this, the tide of the battle only truly turned when a force of 'independent' Vulcan vessels entered the system on the side of the Andorians, pushing back the Tholian force to Concordium space.

Immensely impressed by the Vulcans' aid, some of the local Andorians paired themselves with the Vulcans, using the phrase "Mokarian" for both sides, although it is often just more associated with the Vulcans of Weytahn. Deciding to legalise the alliance between the former Guard ships, the opposition-in-exile (often referred to as the Empire-in-Exile) and the Vulcans assisting (as well as those 'native' to the planet), the Administrator V'Lar, Shadow Chancellor ch'Narva and Imperial Guard General zh'Ralas formed the Weytahn-Mokar Confederacy - a direct opponent to the Imperial Andorian Concordium.

This is regarded as the start of the Andorian Civil War.

The Dark Days of War and Federation Deliberation

Under extreme pressure from many mainstream Federation worlds, such as Vulcan (who was the first to both recognise the Confederacy as a sovereign state and send aid in the form of 'voluntary civilian' vessels), the Federation Council receives the WMC's petition for protectorate status with hesitation. Despite a clear wish to aid the Andorian peoples, most are cautious about aligning themselves with a world in a direct war with the Typhon Pact. Federation involvement could threaten to start an outright war between the two superpowers, but whilst the Council continues its discussions, it approves Starfleet intervention in the form of humanitarian aid, and as a first response should the Typhon Pact make a first strike during the chaos.

Task Force Omega, a task force set up and headed by Commodore William Morgan, is given leave to dispatch a task group of seven vessels to Andorian space, rallying at the planet of P'Jem to organise themselves in what has been named "Operation Warden".


These vessels, led by Task Group Commanding Officer Captain Mot Haro (see left), commanding the USS Mayflower (see right) and a veteran of several wars and conflicts in Starfleet's recent history, ranging from the Cardassian Wars through the Dominion War and including the Borg Invasion of 2381, are tasked with rendering assistance to beleaguered citizens of either Andorian nation, should they request the assistance, but are ordered to avoid entering the conflict for whatever purposes, save for the defence of their own vessels and crew, and innocent civilians. Assistance to Andorian vessels is only be to given in the cases of emergencies, such as warp core breaches.

By assigning the USS Ford under Captain Timothy Clarke, it was hoped to win the hearts and minds of the Andorian scientific community through his and his crew's extensive work with the metagenome related to the reproductive crisis, whilst the other vessels are deployed as lifesaving measures and defensive precautions.

"The Short War"

Following the Federation Council's decision to accept the Weytahn-Mokar Confederacy as a protectorate of the UFP, Starfleet and forces allied within the Khitomer Accords were given leave to join forces in the defence of the Mokarians and their newly-formed nation. However, due to the Imperial Andorian Concordium's own allegiance to the Tholian Assembly (and by extension the Typhon Pact), a war by proxy turned into the first full and direct conflict between the two power blocs of the Alpha-Beta Quadrants.

Due to its proximity, Task Group Warden was the preliminary primary fighting force for the Starfleet forces during the fighting, although other vessels soon joined the fray.


The Aldus Summit

Under immense pressure from their superpower sponsors, who had no wish to be in open conflict with one another at this point in time, the two Andorian nations agreed to meet at the table following the short but incredibly bloody war that had gripped the once unitary state.

The planet of Aldus Prime, approximately halfway between the capitals of both nations - and relatively unpopulated - was chosen as the neutral ground for the peace summit, with representatives from both sides, as well as other observers, meeting to find common ground to end the fighting.

On the 26th August 2388, stardate 65651.8, the delegations met at the Therin Building on Aldus (henceforth named Camp Therin) to discuss terms of an armistice. The building was divided into two separate wings, one for the IAC delegation, and one for the representatives of the Confederacy, almost exact mirrors of one another. Speaking on behalf of the IAC was Chancellor th'Kelemor himself, supported by Kazrene, the Tholian Ambassador to Andor and Field Marshal Kolithrane th'Thalmor (see right), formerly a general and a replacement for the commander-in-chief of the Imperial Guard who joined the Confederacy: General Salavali zh'Ralas, who sat alongside Shadow Chancellor Thy'lek ch'Narva and Administrator V'Lar on the opposing side of the conference hall.

The man who presided over the Aldus Summit was Ambassador-at-Large Sennek, a Vissian diplomat who was admitted by both sides to be the most qualified individual for the job, and who had experience in the Cardassian Wars, served in two President's cabinets, an ambassador to the new Reman nation, a signatory of the Third Khitomer Accords and Special Envoy to the Andorian People following their secession in 2381. Whilst a native of the Federation, even the Typhon Pact acknowledged his ability, as well as his past with Andorians and Tholians and permitted him to serve as the chairmen for the debates.

The Summit itself was filled with angry words, hot heads and insults, with Shadow Chancellor Narva proving himself a stubborn and difficult man to side with, as the Federation and his own allies urged him to be more reasonable in their dealings with the IAC. After reasonable terms had been decided by both sides and it seemed likely an agreement would be made, the Shadow Chancellor refused to accept the deal, forcing an end to the first day of discussion, and playing right into the hands of the Concordium's media. It also caused a significant strain on the Mokarian administration in their earliest hours.

However, by the next day, a message from ch'Narva's office and staff had him rescinding his previous comments and agreeing to the terms laid bare in the previous session. Although, when the time came to sign the legal document, the Shadow Chancellor chose not to appear, instead permitting General zh'Ralas to take his place as the signatory. The events surrounding this change of heart are unknown, but from this day forward, Thy'lek ch'Narva's attitude crumbled, and his popularity fell as he struggled to maintain his hold and confidence.

Terms of the Aldus Charter

  • Beta Prime, one of the largest agricultural and industrial centres of the Andorian Empire, is ceded by the Weytahn-Mokar Confederacy to the Imperial Andorian Concordium.
  • Cimera III, a planet housing one of the primary research centres for the Andorian reproductive crisis, is placed under WMC control.
  • Any Cimeran scientists wishing to return to Imperial space are permitted to do so, and the Weytahn-Mokar Confederacy pledges to share any substantial research conducted at the facility.
  • The enlisted crew of the captured MDV Thalisar (now once again the "IGV" Thalisar) are permitted to return to Confederate space following routine punishment for their betrayal, whilst the commissioned officers of the vessel will remain prisoners of the Empty Throne.
  • An Andorian Neutral Zone will be established along the border between the Confederacy and the Concordium, running through the neutral planet of Aldus Prime, which is then named the "Aldus Line".
  • In the interests of future cooperation and dialogue, Camp Therin is declared the Embassy of Two Worlds, and will be a neutral site supported by an equal amount of vessels from both sides where delegations will meet at set times to discuss matters of Andorian importance.
  • Armed conflict between the WMC and IAC will cease, and neither side will be permitted entrance to the other without prior consent, including all civilians or allies from either side unless otherwise stated.

    Aftermath of the Civil War

    "Andorian Unity" and the Christmas Bombings

    The months immediately following the establishment of the Aldus Line were relatively peaceful as both Andorian nations were weakened and seeking to replenish and expand their fleets and military might. Nevertheless, tensions remained high and diplomacy almost impossible.

    During this time, a pressure group was formed out of several leading and influential figures from both Andorian nations, which sought to discover a cure to the reproductive crisis through cooperation, rather than competition. They also sought to bring into the fold the Unity nation, who had impressive experience in such fields, and also felt that their name was so well suited to their purposes. As such, the group named themselves "Andorian Unity", and petitioned Ambassador Sennek for assistance in making a scientific conference possible.

    In early December, the conference took place, with a Unity delegation arriving to work with Andorian Unity. Even in the earliest hours (despite a few confrontations between the Imperials and Mokarians) they made significant progress, enthusing those involved. However, this was not to be as a terrorist attack left several dead and more injured. Those killed in the blast included Shadow Chancellor ch'Narva.

    The Mokarian leader had come to endorse the conference and observe the proceedings (as was Chancellor th'Kelemor of the IAC in time), but was lost in the initial blast. The ensuing time comprised of several media agencies and factions accusing others of responsibility. The IAC and WMC each accused the other. The Unity also came under scrutiny, causing immense pressure on their fledgeling friendship with the Federation, as well as causing dissent among the UFP, forcing many to believe they should not involve themselves in the affairs of the Andorians.

    Investigations were started shortly after to discover the true culprit behind the attacks, although these yielded few - but thoroughly confusing - results for both the Starfleet and Tholian teams. It was the personal belief of one Ensign Lanazir Sevim that a Federation element was responsible, but she soon found herself promoted and reassigned. The investigation ended soon after, but an uneasy peace was maintained, but suspicions remained high, and it became even harder for diplomacy to take place between every nation involved.

    Dissent and an Uneasy Peace

    General Salavali zh'Ralas (see right) was chosen to be the new leader of the Weytahn-Mokar Confederacy following the loss of Shadow Chancellor Narva. Formerly a decorated general in the Andorian Imperial Guard, a member of one of the most noble and wealthy clans of the Andorian Empire and a well-respected and powerful zhei, Ralas took to her dual position as the Mokarian leader and head of the Mokarian Defence Force with ease.

    One of her earliest acts was to attempt to bring a swift end to the investigation of the bombings on Aldus Prime, and instead seek to root out the ones responsible - those who would sow seeds of dissent against the government and the Federation - within the Confederacy, to prove they had greater honour and integrity than the Concordium.

    Not only did her charismatic nature, good looks and charm help to diffuse some of the calls for open warfare from her own nation, but her background and renown brought to the Confederacy a distinct amount of support from the Concordium, defecting from Kelemor to her side, including many nobles. Whilst this boosted the wealth and strength of Weytahn-Mokar, it did cause some upset in the largest social class of the WMC: the working class, who saw it as an invasion of the nobility they sought to defeat. Rumours began to surface of there being a tenable link between the Ralas Clan and the self-deposed royalty of the Andorian Empire.

    Nevertheless, General zh'Ralas' assent to the leadership saw theorists across the Accords and Pact nations concluding the probability of a war along the Andorian front decrease, particularly with Ralas' greater personality, kindly but determined personality that maintained her as being an open leader, who frequently entered into a dialogue with the Federation and other nations. She even began an officer exchange programme with the Accords nations.

    Timeline of Andorian Events

      Discovery of and research into the Taurus meta-genome, originally created by the Shedai, which contained massive amounts of chromosomes and genetic data, later inspiring the ill-fated Project Genesis. (This data was subsequently classified, viewable only by the Federation President and the Starfleet Commander-in-Chief together.)
      Borg Invasion: Andor is devastated; capital of Laibok is destroyed
      August: Secession from the United Federation of Planets to form closer relations with the Tholian Assembly, following their exposure of the Federation's withholding of the Taurus meta-genome research, of which they began to share with the Andorians.
      Kolevishras th'Kelemor, former Deputy Chancellor, is elected the new Chancellor following his predecessor's untimely death.
      As one of his first acts, Chancellor Kelemor invites a sizeable Tholian fleet to enter Andorian space, alongside a press release detailing the many advances the Tholian-Andorian efforts have made. The Federation reluctantly agrees to allow the Tholian vessels to pass through their borders, but both Starfleet and the Klingon Defence Force increase their numbers on their own borders.
      Information released concerning progress and development on dealing with the Andorian reproductive crisis is limited but steady, serving as enough to maintain loyalties and preserve the alliance with the Tholians.
      Despite these efforts to maintain stability, discontent becomes more apparent throughout the Andorian Empire, particularly along the border worlds and in the government's own opposition. With the appointment of Thy'lek ch'Narva as the opposition's leader (making him Shadow Chancellor), defiance of government plans and outright rebellion against certain bills become more frequent. Protests begin to start in impoverished areas.
      The Imperial-Assembly Concordat, a proposal to formally align the Andorian Empire within the Tholian Assembly as a vassal of the larger state, is largely completed and presented to the Parliament Andoria. With only leading members of Chancellor Kelemor's cabinet and the Tholian delegation on Andor getting access to the document's actual print, few are fully aware of what it details.
      The Hobus Supernova also occurs in this year, which only serves for Kelemor to make it clear Andor must stand with its Tholian allies in supporting the Romulans in this time of need, hence the requirement for the Concordat to be signed, to benefit all three peoples.
      10th June: The Imperial-Assembly Concordat is signed and ratified, renaming the Empire the Imperial Andorian Concordium and makes them an official member of the Typhon Pact, whilst also illegitimating Shadow Chancellor ch'Narva's tenuous but popular opposition, leading to their self-exile from Andor. They settle on Weytahn, with the local government welcoming them with open arms. Several civilian vessels (largely Andorian and Vulcan) hasten to join the exiles.
      13th June: "The Battle of Weytahn": A fleet of joint Tholian shards and Andorian Imperial Guard vessels launch an attack on Weytahn, but are overwhelmed when a large portion of the Andorian forces, under Imperial Guard Commander-in-Chief General zh'Ralas, switch sides mid-conflict and assist the rebels, repelling the attack. This marks the start of the Andorian Civil War.
      14th June: In recognition of the local Vulcans' efforts, the Andorians name their new brothers-in-arms 'Mokarians', in honour of the Vulcan name for Weytahn (Paan Mokar), and go so far as to adopt the name for their cause. Shadow Chancellor ch'Narva, Weytahn Administrator V'Lar and General zh'Ralas declare their alliance and the formation of the Weytahn-Mokar Confederacy and the Mokarian Defence Force. This is met with both approval and apprehension by other Andorian worlds, with many declaring their allegiance to this new "Empire-in-Exile", and many others making clear their intent to defend the Empty Throne.
      16th June: After some deliberation, the Confederate Joint Administration resolve to petition the Federation for protectorate status and for their support against the IAC and its Tholian/Pact allies. Vulcan declares its support for this, as do several other core worlds of the UFP, but no decision is made quickly.
      28th June: Commodore William Morgan is given approval by Starfleet Command for Operation Warden, which involved dispatching a task group from Task Force Omega to Andorian space, under the command of Captain Mot Haro and the USS Mayflower.
      2nd July: "Devastation of Cimera": Mokarian and Vulcan forces bombard the industrial Imperial colony of Cimera III.
      3rd July: "Mass at P'Jem": Task Group Warden, a division of Task Force Omega, meet and begin their operations in Andorian space. Tuscon and Tiberius are assigned as the trauma team for the southern reaches of Andorian space; Fitzpatrick and Horatio for the north; Spitfire and Ford as the scientific/biological support (due to Captain Clarke's experience); the Mayflower as a command base and deterrent. During this first day, the Tuscon and Tiberius respond to a distress signal from Cimera III, and some of the crews (including Commander Giffords) are captured by rogue Andorians as hostages. All crew were returned thanks to a plan by Captain Heltridge.
      9th August: The Federation Council accepts the Weytahn-Mokar Confederacy's petition to become a protectorate.
      10th August: "The Short War" begins, and an unofficial war starts between the Khitomer Accords (primarily the Federation) and Typhon Pact (primarily the Tholians), but the fighting largely remains within Andorian space.
      22nd August: Armistice declared and agreement to peace talks. End of "The Short War"; with no official declaration of war existing between the Federation and Typhon Pact, no documentation is required to cease the hostilities.
      26th August: Aldus Summit: representatives of the Confederacy and the Concordium meet alongside Khitomer and Typhon delegations at a conference to bring peace to the divided Andorian people. Ambassador Sennek presides over the summit.
      27th August: Aldus Charter is signed, formally ending the Andorian Civil War, creating the Andorian Neutral Zone (AKA "The Aldus Line") and the Embassy of Two Worlds on Aldus Prime. Ambassador Sennek largely remains at the Embassy to resolve disputes between the two nations in his capacity as Special Envoy to the Andorian People.
      13th October: A pressure group formed by influential figures from both factions, calling itself "Andorian Unity", requests assistance from Ambassador Sennek in calling together a scientific conference with representatives of the Unity, a nation that had recently entered into diplomacy with the Federation, to help find solutions to the reproductive crisis, and prove to the galaxy that the two nations must be united. The conference is confirmed for December.
      2nd December: The conference itself begins with positive signs, but after only a short while, an attack is staged against the Embassy. Present during the attack were not only key figures from both the Concordium and the Confederacy, but the leader of the WMC himself. Shadow Chancellor Thy'lek ch'Narva died in the blast. Administrator V'Lar takes temporary control of the Confederacy.
      6th December: Following several days of severe reprisals and insults being sent from numerous angles across the quadrants, with both Andorian nations accusing the others, the Tholians and Typhon Pact as well as the Khitomer Accords nations doing the same (and even the Unity), teams from the Federation and Tholian Assembly are permitted to conduct their own investigations at the Embassy of Two Worlds. Within the Starfleet team is Lanazir Sevim.
      7th December: Leaders from the Concordium and Confederacy visit the Embassy, including Chancellor Kelemor. General Salavali zh'Ralas is elected as the new leader of the Weytahn-Mokar Confederacy, but does not adopt the title of 'shadow chancellor'.
      January: At the start of the year, the Weytahn-Mokar Confederacy enters a time of change. Many nobles from high clans defect to the WMC, due to General zh'Ralas' high nobility. This causes some dissent amongst the large working clases, but the general is quick to diffuse any conflict and encourages togetherness.
      February: The formation of the Royal Cult, a Mokarian group of Andorian nobles dedicated to restoring a monarch to the Empty Throne of Andoria, citing a tenable link between the self-deposed royalty of their homeworld and Clan Ralas. The government takes no official action.
